This song is about the slow death of a language in South America called Zogue. It was reported in the international press that only two people (brothers) could speak the language and that they had a disagreement between themselves which meant they were no longer on speaking terms.
So I conjured up a story of a mediator who was helicoptered in to primarily record the language before it was lost and secondly rectify the situation between the two brothers.
