This song is about a documentary I watched one night on how close the world came in the 1980's to nuclear destruction.

Able Archer was an exercise conducted by the West to simulate global nuclear war but this was interpreted by the Soviets as a real exercise. Because the West were using a new format of codes and communications the East could not decipher their intentions which led to near war.

The line "If they receive our control" is referring to how our fates are completely out of our hands and are sat with someone with their finger over a big red button.
